Are you sure? My understanding was that drums had to be labeled appropriately to their contents. IOW, a drum of peroxide should be labeled as containing peroxide. An empty drum should not have a hazmat label when being shipped. If this is a CERCLA thing, and it makes no sense, you should be able to get an exemption. It's peroxide, for heaven's sake.
