Are you sure?  My understanding was that drums had to be labeled
appropriately to their contents.  IOW, a drum of peroxide should be
labeled as containing peroxide.  An empty drum should not have a
hazmat label when being shipped.

If this is a CERCLA thing, and it makes no sense, you should be able
to get an exemption.  It's peroxide, for heaven's sake.  Peroxide
disposal is only slightly more complicated than DI water disposal.
