The fact that they've ignored other development
programs likely to bear fruit before the Shuttle can
be pried from NASA's cold, dead fingers aside, this
seems to indicate they have at least some re-entry
requirements.  But, yeah, I guess a DoD payload and
range would make many requirements go away.
