IOW, fractional freezing tends to trap unfrozen water in the
matrix of frozen peroxide crystals.  Presumably this reduces
yield-per-pass, but not the ultimate quality of the product.
Does the proposed fractional freezing system have a proposed
method to deal with this difficulty?
