http://www.erps.org/papers/isdc2003.html It's a concept we presented in a paper to the National Space Society at their annual meeting last year. It's kind of an extended, federally funded X-Prize, designed to wind up with multiple commercially viable operations that can quickly (and hopefully cheaply) get people to orbit within 10 year. We put in all kinds of safeties and wards against the things that have tripped up similar efforts before (for instance, requesting that it be staffed by civil servants who are likely to retire no matter what, so as to make it easier for them to be objective and prevent it from growing like most federal bureaucracies, and funded in a single allocation so it need not spend resources fighting for its continued survival). This is the first activity we've heard on it for about a year now. I thought it had essentially gone nowhere.
