My ATF contact says that airbags have NOT be classified as a special explosive device so are not exempt. She is NOT interested in arresting anyone for having an airbag in their car, but if you had several initiators in your house, she'd consider it.
Your ATF contact is a most sensible lady. I had the same thought - one, in your car, is fine, but more than one, or not in your car, is not - but I would be astonished if this was not codified somewhere. Conspiracy theories and libertarianism aside, the government DOES, in my experience, strive to make its regulations bear SOME relationship to common sense. Not an intimate relationship, always, and they don't always succeed, but for owning an automobile to be a Federal explosives violation would be beyond belief.
Of course, it would help if I could access ATF's web site while I'm trying to show they aren't a bunch of idiots.
