It's not ASP (as it currently stands) that's the
problem.  The problem is, government involvement
usually leads to government control, which leads to
priorities getting changed to meet changing political
whims until the original objective is lost.  (For
example, the main reason the Space Shuttle got wings
was because of a USAF requirement for a spaceplane,
but the Shuttle ultimately did not realize the main
advantage of a spaceplane - being able to use the
existing airport infrastructure around the world - due
to other requirements.)

Fortunately, it does not yet look like Mr. Bigelow is
willing to compromise his objectives - even if NASA
won't fund his competition without gaining control of
it.  Just funding prize competitions without intense
control of the design process is itself a major step
for NASA; giving up control of the competition itself
may be a bit too much.
