The interoperable implementations are necessarily draft-spec-based, so open-source nightly builds or at most beta releases. No one said anything about auto-upgrading to have support for a spec not yet finalized and sent to ISO. Anyway, for Microsoft's plans you'll have to ask Microsoft.
