In the process, we should discuss whether this work continues in the W3C, is done as a joint effort with ECMA, or moves to ECMA entirely.

What is the reason for moving it away from W3C? I'd much rather have it there since most consumers are there too. (Another reason would be that the W3C has a more open process.)
