Do we have an active champion for such a module or global object? There is a strawman[1] that is pretty sketchy. There is also a proposal [2] for a @std modules that alias most of the built-ins with global names.
Neither of them describe any new functionality that is only available through them. Yet, my recollection is that at various times new APIs have been discussed that would be accessible as System.foo. What are these new proposed APIs? Where are their proposals or strawmen? Does anybody have anything more concrete they want to propose? As it stands right now, I don't think we have anything solid enough to actually put into the ES6 spec.
