I don't think this is an issue which has something to do with the
embedded tomcat. I have only seen this issue if I started the server
using the service wrapper. Did you use the service wrapper for your
tests?

Could it also be an issue with the way we are handling the config
locations?
Yes, this could be.. is it possible for you to share your config with me privately, so that I can understand this better? When the embedded tomcat starts what it looks for is: "tomcat" + File.separator + "conf" + File.separator + "tomcat-log4j.properties" (See ServiceBus.java)
