I had a similar problem reading a vanilla XML file from disk using vfs.
There does not seem to be anywhere to set format=pox for vfs proxies,
although you would think that not finding 'Envelope' would be a good hint
to treat it as POX ! In the end I settled on using application/xml MIME type:

<parameter name="transport.vfs.ContentType">application/xml</parameter>

Seems to work, but message to WS02/Synapsians:
if it ain't got an Envelope it probably isn't SOAP !
