New proxy services which have not been set up correctly never appear in the
service list

If you create a proxy service in which there is an error (invalid WSDL URL for
example) then an error is reported on the command line and the service
vanishes. It never appears in the list of deployed services (although the
system still knows about it) so you can never edit the service to correct the
error.
