The reason you haven't found this available yet is because its still in the final stages of QA before release. Basically you can start with the ESB and then install the "BPEL Feature Pack" which adds the BPS components. The feature pack QA builds are here: http://builder.wso2.org/~carbon/carbon/feature/beta1-take02/ It seems like they QA is good, so please try it out if you like.
