In a brand new fresh install, if you add sequences, endpoints, proxies, or just
about anything in the UI, then shut down the server (gracefully or otherwise),
the synapse.xml is not written back out. Workaround: entering entries directly
in the Synapse source view, or adding things in the UI then going to the
Synapse source view, makes everything save correctly.
