To me this seems a basic routing and there fore you better take a look
at the Router mediator at [1] or else the URLReWrite Mediator at [2].
You can find a set of custom mediators developed by the community
under [3].
Anyway, if these doesn't match your requirements the answer for the
question that you have used is to use the MessageContext.setTo();
which accepts an EndpointRefernce.
If the above mediators pointed to by Ruwan does not seem to be what you
need, could you write the sample logic in pseudo code format? Then we
can give you the best solution possible. I think using existing
mediators would be much more easier than writing a new mediator - unless
its for a special case only you would encounter
