No. But both WSAS and ESB(Synapse) uses Axis2 underneath.

WSAS is a service hosting environment and you should be using it for
hosting services where as ESB is a mediation framework and you should
use it to mediate (connect, manage, transform) messages and to add QoS
to existing services.
