You may still want to have them in separate webapps, and simply have the webapp call the services via http://localhost:8080/xxxx. This is actually less inefficient than it seems and will be perfectly effective. You can certainly cluster the WSO2 ESB via the webapp clustering or you can set up a standalone cluster too.
