I've been doing some additional testing and removed the SOAPAction and
Content-Type headers from the HTTP request but this does not solve the
problem.
Information captured from TCPMon:

User-Agent: Jakarta Commons-HttpClient/3.0.1
Content-Length: 127
Host: localhost:9290

The problem is you have a SOAPEnvelope without a Body.. which AFAIK is
invalid
