Thanks to your point, I find the description of 
<suspendDurationOnFailure> in configuration_language.html .
It says "If this attribute is not specified, endpoint will never
be recovered after a failure."

By the way, it seems to me there is no INPUT FORM for
  <suspendDurationOnFailure> in the ESB Management Console
of "Failover Group (Endpoint edit)"

Even so, we can add it from "Switch to source view" or
"Configure  > Synapse", probably.
