No, we don't need 100% coverage for it to be useful. Really, the main sticking point has been the rules because they are the original work of the contributors, as opposed to modifications made to the core pieces (which I wrote). So, modifications of existing code are covered, it's just whenever a new file is introduced that we get into the murky area. Fortunately, that's mostly been with rules.
