Because after the headline comes a story to back up the headline if you
speak or write like the headlines no one will know what you are talking
about HEADLINES ARE WRITTEN IN A WAY TO CATCH YOUR ATTENTION  so you will
what to read what follows the headlines

Just that you know when I read what you wrote I did not understand what you
were saying the only reason I guess what you were trying to write is because
of the sentences about Citl bank they have been in the news a lot lately and
I have read most of what was written about the bank
