In my opinion the worse is nepotism.
I live in Peru, and this kind of things makes high positions available
for an elite, excluding people who really have skills and are
hardworking. I know many people who have high charges only because of
their surname and not because of their goals.

And, yes, it's true. This kind of activities are very common in the
political escenary and the bussiness too. There are many cases of
congressman in the goverment, who have relatives like the nephew ,
even when they don't have any studies or practice, which is a jeer to
all the profesionals, experts, etc who really deserve the charge of
are needed for the people.
It is kind of dangerous working with persons who doesn't have any
experience or enough skills in a demanding position of governance,
even if it is of a third world country with many social problems.
