The tactical examples include specific reference to the targeting of expatriate workers on their lunch breaks. It provides detailed breakdowns of the area along Jl Rasuna Said surrounding the Australian Embassy, as well as the Mega Kuningan complex which is home to the Marriott Hotel. Fig 1. Aziz alleges that he was provided with material for this site by a number of people, including Noordin M Top. The language used in the tactical guide is consistent with someone with extensive Malay influences. Whilst significantly more extensive, this development is similar to the case in late May when targeting information concerning the US Embassy was found posted on the Web. This prompted the closure of the Embassy for a number of days and the modification of security arrangements, but no attack eventuated. This may indicate that the response by the Embassy and Indonesian security forces was successful in foiling attack plans, but it is considered more likely that this was an attempt to exploit the web to create terror.
