i have rights, and have already changed that page a number of times. it
just seems like an official declaration of accomplishment that should be
verified by a pmc type. sure, i think we've submitted the docs, but how
do i know they've been received? and when?

That page is sitting in the Incubator SVN, under
site-author/projects/etch.xml (IIRC off my head) and after
modifications, you need to go to the directory above site-author and
run the build script, which will generate the HTML page. Check the
changed files back into SVN. One should also update the site by
logging into people.apache.org and do an "svn update" in
/x1/www/incubator.apache.org
If you don't have commit rights to that file, please yell...
