Is the sequence number an ordinal number, or an 8-bit opaque cookie? (I don't have the WAP specs handy at work.) If it's an ordinal number, I'd see it as something to display in decimal rather than hex, although if people working with WAP generally write it as hex, hex would probably be the right answer.
