Given that the dissectors generated by idl2eth would need to be
compiled, and that would require a source distribution for Ethereal,
it's not part of the binary distribution of Ethereal for Windows, and
may not be part of other binary distributions.

You'd need to get the source distribution to get it, as you'd need to
get the source distribution to use it.

You'd also need to get Cygwin, as it's a UNIX-style Bourne shell script.
