It is not necessary to have fixed values for WTAP_ENCAP_USER* tags. Reserved WTAP_ENCAP_USER* names and DLT_USER* -> WTAP_ENCAP_USER* mapping is enough. It allows registering of private dissectors to WTAP_ENCAP_USER* values.
Patch with these new WTAP_ENCAP_USER* tags is attached.
