This means that your capture contains traffic to port 1812 that is either
1) not traffic for the Diameter protocol
or
2) traffic for the Diameter protocol that, for whatever reason, has only 3 bytes of data in the TCP segment.
Ethereal dissects traffic to port 1812 as Diameter traffic, and puts out messages if the traffic doesn't look as if it's Diameter traffic.
