Actually, the Win32 port of nmap may just be the result of the eEye people giving their changes from NmapNT back to the nmap maintainers; the page you cited at http://www.insecure.org/nmap/nmap_download.html says "Thanks to the hard work of Ryan Permeh (from eEye) and Andy Lutomirski, the base Nmap package now builds and functions under Windows!" So perhaps eEye didn't want to have to maintain it themselves and keep porting nmap updates to NmapNT.
