You probably want ethereal-gtk+ - ethereal-base includes the stuff that doesn't require GTK+, but the Ethereal executable does require it.
Perhaps "ethereal-base" should be renamed "tethereal-base", but I'd expect people to still be confused as they might not realize that you first need to install something whose name doesn't begin with "ethereal".

No, but there should probably be something - I'd vote for exporting the RPMs via HTTP as well as FTP, and providing an index page, just as
http://www.ethereal.com/distribution/win32/
has an index page, with the RPM index page explaining what the various RPMs are.
