You can sort of do it, but not very nicely - DISPLAY has to be set, and you have to ignore the "-psn_..." argument passed to it, and it doesn't deliver the appropriate notification to make its Dock icon stop bouncing.
I don't know in what directory it'd be launched if we did that.
The Desktop directory, it appears.
