I think a new page under "Étoilé Developement Status" (on main page)
should be fine.
We can call it "Etoile 0.1 Release Note (Draft)" and remove the
"Draft" after official release.
I also suggest moving the "Étoilé Desktop Environment" block above
the "News on The Wiki" block
since no many people know about Etoile.
They might be more interested in what's Etoile than what's new on Etoile.

It would be a very nice feature, which is more than what I suggest. :D
I guess most people are busy on their projects
and have less machines for testing.
So my sugggestion above is that everyone does a favor for others.
And I don't think we shouldn't delay a release even
some bugs cannot be fixed in time.
To me, the first release is more like a promotion than a functional release.

  To sum up,
we should set up a wiki page and every maintiner can put "what's new" on it.
Once everyone is O.K. with his part, we hold a one-week long testing period.
We can also put "How to test" on the release draft and remove it for
official release.
After that, we just announce the release.
That should make a release easier.
