Well, it's not that unclear : étoilé aims to be a desktop, using the
GNUstep libs.

Because GNUstep (not GnuStep ;-) goals aren't that :-)

GNUstep is a free implementation of the OpenStep API, not a desktop.
If you want, it's in the same position as Qt.
Additionally to beeing an implementation of the API, it also provides
development tools such as ProjectCenter (an IDE) and Gorm (an
interface builder,.. more than that in fact..)
But it's not a desktop, and it's not among its goal. 
The thing is, the border is a bit fuzzy because GNUstep provides
services that in other "desktops" belongs effectively to the desktop
libs. And GWorkspace, a file manager for GNUstep, is now hosted on the
GNUstep's cvs. Yet what I said is still true -- beeing a desktop is
not the goal of the GNUstep project.
Having a separate project is better here, because not everybody on
GNUstep cares about a desktop (lots of people use GNUstep on the
server side), and we avoid things like opposition to changes (like the
UI's look).
