You probably had problems connecting over the past few days because the server moved and the DNS records didn't get updated properly. silc.etoileos.com now works, but silc.etoile-project.org does not yet.
As to why SILC, you can see the SILC FAQ: http://silcnet.org/support/faq/project/ It is used by several other open source projects, such as OpenBSD. If we considered 'other people are doing it' as a valid reason for adopting inferior technology, the Étoilé project would not exist at all.
