Mark Heily (he does a lot of porting of libdispatch related stuff and, among other things, managed the Debian package of libBlocksRuntime), had at one point incorporated this proposal, but it doesn’t seem that it ever made it into actual packages. I’ve pinged him about it (list CCed), but in fact, having it upstream in the compiler-rt repository would be much better.
