I don't know really any text encoding detection libraries but not sure it helps but here is what I have found: - <http://lxr.mozilla.org/seamonkey/source/extensions/ universalchardet/src/> linked on <http://www.mozilla.org/projects/ intl/UniversalCharsetDetection.html> - <http://utrac.sourceforge.net/> released as GPL but also available as a tool - <http://websvn.kde.org/trunk/KDE/kdelibs/kdecore/localization/> - <http://trific.ath.cx/software/enca/> released as GPL but also available as a tool That's all I have been able to find, may be some text encoding detection code is available as part of WebKit.
