Yes, the 0.4.x releases are for developers, while 0.5 will be for end users. Debian/Ubuntu and FreeBSD are the most used platforms for GNUstep in general. I think you need to build Étoilé from source if you want to try it out on Ubuntu. The latest release is available from ports on FreeBSD.
