They used to have that type of gathering on July 4th of every year ... We all used to meet/gather in the park across from the White House surrounded by motorcycle cops who never gave anyone a hassle(unless of course you acted like an asshole) smoked our brains out for a few hours then peacefully marched over near the Washington Memorial where we listened to pro-dope speakers from all over/Norml and some music ..... then listened to the Beach Boys and watched the fireworks over the Potomac .... It used to be a Great Time and I really looked forward to going. My last year was 1983 .... for personal/family reasons ..... I have heard though that they still gather on 7/4 ..... There is also a huge music festival on 4/20 a little further south .... you ought to check that out and that would be a great place to meet for some fine music/tapeing/tradeing ....
