I've not had an opportunity to do as extensive a test, but in version
5.5.2.8, which came bundled with my TDK, the same problem APPEARS to
exist.  
Comparing track lengths between Nero and Fireburner (and EZ CD), the
Nero tracks are consistently a fraction of a second off.  So, based on a
cursory examination, it looks like this exists in earlier versions as
well.
