There's a false impression of WOB. From http://www.etree.org/mail.html#etrade:
"Etrade is the place to go to offer logins to your server, set up trades (electronic and snail mail, too), start vines, B&P offers and ISOs (with some sort of WOB tax, logins, B&Ps, or other forms of kindness)." You only need to offer a WOB for ISOs. I think a lot of people offer B+P's and call them WOB's when they post. I try to offer a B+P everytime I post because I like give back. I think others do this too. This probably creates the illusion that you must offer some music up if you want to post. Cheers, Jason P.S.
