I had the same problem with win 98 and win 2000

The only solution I ever found was to go under the security settings and set 
the security level to Medium for both the local zone and the internet zone.  
What this essentially does is makes your computer visable to the network.  
In the high security mode your computer is "stealth" and not visable to the 
net.

This isn't the best solution but it's the only one I know of and as far as I 
can tell your computer should still be very secure.
