The best way to do it is by using CDWAV.  (That automatically cuts on
sector boundaries, which is important.)

CDWAV can also generate a cuesheet for use with CDRWIN, to burn
multiple tracks from one .wav file.  (I always use it to split the
.wav into multiple files and then burn those, so I can make them
separate .shn files as well.)
