All, I ran into this problem in win2k, after some security updates (at least thats my best guess).
I was able to fix this by going to the directory where mkw was installed, then right clicking on 'mkwACT.exe' and selecting properties. On the property page that comes up, select the security tab. Click add, then add the 'Everyone' group. Then under permissions, click allow on all the types of permissions (Full Control, Modify, etc.). This solved all my problems. Hope this helps some people.
