service/deamon shutdown/start

How can I turn on/off specific ports and services to the kernel without
server software installed? I dont want umptee billion dameons expossed
to other les scrupules individuals on the net. I do have a background in

networking and programing. Please dont just say it is a long and
complicated proccess.
