Its unclear what your really trying to do! If you want the mouse to work at the console
then you would load up gpm (with the right parameters for your mouse), if your trying 
to get your mouse to work correctly in X(windows), then you would need to use the 
configuration tool for your distribution (under Mandrake, it would be DrakConf, SuSE 
its yast, ...)
neither would be put in your rc.local. If however a program needs to be run, before 
your mouse
driver will work under X (and ive never heard of this before, but ...) then you may 
need to run it from your rc.local.
