It sounds like your path is screwed up.

Type $PATH (if you are using BASH), as root it should look something like
(mind you I am using Slackware)

/usr/local/sbin:/usr/sbin:/sbin:/usr/local/bin:/usr/bin:/usr/X11R6/bin: ...

The $PATH environment variable is set in /etc/profile but can be
overridden by a .profile in user directories.

Without the path, cd to the directory and type ./sndconfig
