Check out 3ware's raid controllers.  They're fast and cheap.
It's a PCI card with multiple IDE buses that does hardware RAID.
They have versions for 2, 4, or 8 disk drives.

The 4 drive board is $250ish, I don't know the price of the two drive
board.  They use IDE disks which are way cheaper than SCSI.  Because
they use multiple IDE buses to the drives and PCI to main memory, they
get better throughput (with lots of drives) than SCSI raid
controllers.

As for drives, I usually buy IBM or Western Digital.  I go to the
local computer store's web page and calculate the $/Gb for all the
drives they have, and pick whatever's cheapest in about the capacity I
want.  The last three times, that's been an IBM.
