Bad, bad conclusion. EVERYTHING will absorb a certain amount of microwave
radiation. How much is detracted from the original transmitted power on its 
way from
transceiver A to transceiver B should be the concern.

While 2 way contact has yet to be made, several southern CA hams have heard 
the beacons
of KH6HME on Mauna Loa several times on several bands up to 3456MHz. There's
a few guys in EU routinely copying each other's echoes off the moon on 1296 
and 2304MHz.

Granted they're using many more times the power and better antennae, etc 
but IF water
in the atmosphere were such a big deal at low microwave frequencies, they 
wouldn't have
gotten this far. In fact, water may be your pal at microwave frequencies. 
Hams in northern
EU regularly make contacts at 10GHz during rainstorms by a mode nicknamed 
"rain scatter".
