There are a couple.  One comes with the basic cygwin package, www.cygwin.com
You can also do port forwarding with the ssh that comes with cygwin.
I think there is a scp that comes with the "putty" telnet/ssh program.
There are a few others, and a list of various ssh, scp, and sftp programs
