I've used perl and CGI a lot. PHP is a far easier web development
tool. Perl still rocks for sysadmin scripting and useful little
tools, but PHP takes the edge (IMHO) in a web environment.
One thing PHP is missing is a CPAN type of library. It's starting to
build a CPAN-like archive called PEAR, but it's library is still kind
of small.
